The elders lead the congregation. However, the congregation has a voice in the church’s affairs. They elect elders and deacons. They call pastors. They approve the annual budget of the church as well as the report of the church to the Annual Conference. And in any matter brought before the elders which they want the congregation to approve, the congregation is asked to voice their thoughts, and the matter is brought to a vote.
